Mutt and Jeff own and operate their own firehouse. Mutt believes where there's smoke, there's fire, which gets them into an early scrape. But they are called to an actual fire of a several storied residential building. A frantic woman asks them to save her baby who is located on the top floor of the burning building. Their first problem is how to get up to the top floor, which Jeff inadvertently figures out how to do. But other distractions plus trying to find the baby through the thick smoke may be obstacles in achieving their mission. But something that the woman doesn't tell them may be the biggest hurdle.

Karl "Curly" Casterline, a wrongfully discharged New York City policeman, finds work on the Midwestern farm of Adolf Bauerle to help the war effort. Curly is attracted to his boss's niece, Mina, but also realizes that Adolf and his cohort, Kurz, plan to blow up a troop train. Curly kills the two saboteurs and saves the train, but he is jailed by the abusive Sheriff Herman Lindig. Although Mina praises Curly for saving the soldiers' lives, he is sentenced to death and is denied a pardon from the governor. After the case attracts national attention, the governor explains that he prolonged Curly's incarceration to draw attention to the danger of German propaganda.

Mary Herder is the private secretary of the junior member of the New York contracting firm of Thompson and Collins. When she learns of a plot by the firm's foreman, a Bolshevist, to blow up a ship that Collins, who once rescued a worker from the foreman's violence and who is active against Bolshevism, is visiting, she and her older brother Charles thwart the conspirators' plans. During the war, Charles is rescued by Collins, while the Knights of Columbus, under the Rev. Francis Kelly, help American boys. After the war, Charles, a victim of shell-shock, recovers when he holds his baby. Mary's younger brother Frank, a Secret Service man posing as a Bolshevist, learns of their plan to overthrow the government. After they suspect Frank and kidnap Mary and others, Frank and Collins, with members of his regiment, rescue them in the nick of time.

As the train arrives from Cologne, the former prisoners of war, who came not only from the city of Wetzlar but from the entire district, probably came from France. A military band from the Reichswehr welcomes the arrivals, and women hand out flowers. A flag reads: "It is finished." A field kitchen near the station provides food for the returnees.

Scenes of the Panama Canal, generally in the natural order of passage, from a ship moving from the Atlantic to the Pacific. The ship passes by the Panamanian city of Colón on the Atlantic end, through the channel to Gatun Locks and into Gatun Lake, views of the Gatun spillway and the Chagres River. From here she passes from Gaillard Cut (Culebra Cut), into the Pedro Miguel Locks and into Miraflores Lake. Then through the Miraflores Locks and into the final portion of the canal, passing the Canal Zone towns of Ancon, Balboa, and Balboa Heights. Final views are of the Ancon Hospital (Gorgas Hospital) and the U.S. Administration Building at Balboa.
