Dino Labriola runs the small town of Montemilone in the deep south. He was elected the first Communist mayor. Now he faces the problems of a town dying on its feet. There are no jobs, the young emigrate, the old have given up hope and government aid often goes astray. While Dino is determined to fight for his town, his wife Angela sometimes feels that the struggle is not worth it. A massive dam is being built just outside Montemilone. It's a new threat to the town and to Dino's position as mayor.
The film is set in a Turkmen village in the early years of collectivization. With the arrival of the new regime, much has changed. The film's protagonist, Ataniyaz, is overcome with agonizing doubts about what to do next. Bahram Khan, who has arrived from abroad, suggests that Ataniyaz take all his wealth and leave the country. But moving flocks of sheep is no easy task: it requires loyal shepherds. Now Ataniyaz-bai pins all his hopes on the young shepherd Kerim, who is passionately in love with his daughter, Ziba.

The recording took place before the Royal Family at London's Royal Albert Hall and before a packed house of Lords, Ladies, and Gentlemen. Red tosses off jokes, one-liners, and works through elaborate pantomime routines both classic and new. Highlights include Skelton's uproarious "Guzzler's Gin" routine, his "Fisherman and the Little Boy" mime, and his heartbreaking "Old Man Watching a Parade."
