The famous Pink Panther jewel has once again been stolen and Inspector Clouseau is called in to catch the thief. The Inspector is convinced that 'The Phantom' has returned and utilises all of his resources – himself and his Asian manservant – to reveal the identity of 'The Phantom'.

At the same time, after Elrod Sykes, the star of the film, reports finding another corpse in the Atchafalaya Swamp near the movie set, Robicheaux starts another investigation, believing the corpse to be the remains of a black man who he saw being murdered 35 years before.

Pepe Le Moko is a notorious thief, who escaped from France. Since his escape, Moko has become a resident and leader of the immense Casbah of Algiers. French officials arrive insisting on Pepe's capture are met with unfazed local detectives, led by Inspector Slimane, who are biding their time. Remy McSwain is a New Orleans police lieutenant who investigates the murder of a local mobster. His investigation leads him to suspect that fellow members of the police force may be involved.
