In the summer of 1999, an old hospital was the scene of one of the most horrific crimes in German post-war history. This film traces the almost unimaginable events and is only recommended for people with extremely strong nerves.
A strange film that comprises as much fiction as documentary and actually transcends the genre of the mockumentary, the fake documentary. Its maker Toh Hai Leong (in reality primarily a critic) more or less plays himself as a cult film maker looking for actors for a snuff film. He rattles off monologues about film and all kinds of things. He lives like a hermit in a grubby apartment with his elder brother. They criticise the material and sterile life of Singapore, but do not really make their scruffy alternative very attractive. You could suspect a skilled actor was behind the figure of Toh Hai Leong, but local connoisseurs point out that in reality, he is no different. A confusing supporting role - confusing because of its authenticity - played by Lim Poh Huat, the extra who also performs in the short film in this programme. (GjZ)

The film's title reflects this, as the Arabic words used to describe the imposed curfew "mane' tajawwul" literally translate as "forbidden to wander". The ship was commissioned by Kaiser Wilhelm II in 1913 to support German protection troops in the African colonies. It made its way from the Ems to Lake Tanganyika in what was then the colony of German East Africa in 5,000 crates by ship, rail and even on foot. There, three Papenburg engineers assembled the ship and received a "tropical surcharge" for it. And when the First World War broke out, "Graf Goetzen" even presented itself as a gunboat. The film describes the eventful and sometimes involuntarily funny story of this floating museum piece from the perspective of people whose lives were or are fatefully linked to the ship: Germans, Belgians, Britons, Tanzanians. A piece of colonial history and a journey through recent Tanzanian history, maybe a touch of "Fitzcarraldo".
