This film does not set out to valorize or condemn what it finds. It approaches Tijuana on its own terms, looking at the city not so much in relationship to the U.S., the border, or even other regions in Mexico, but rather from the inside, within its own context.

A discourse that is unpredictable, internal, mystical, and above all silent, which predicts the end of innocence (Part I), of enigmatic and irrational love (Part II), of death (Part III), and of despair (Part IV). And with the masses now being dissolved by the violence of power, which leads the individual to isolation or madness. And in the end, the silent, desperate song of Sibyl, in the shadow of the buildings of the fascist period, signals her return as a prediction.

Lynne Sachs’ TORNADO is a poetic piece shot from the perspective of Brooklyn, where much of the paper and soot from the burning towers fell on September 11. Sachs’ fingers obsessively handle these singed fragments of resumes, architectural drawings and calendars, normally banal office material that takes on a new, haunting meaning.
