Information Withheld is a complex investigation of signs and symbols in Western culture. Applying linguistic, semiotic and iconographic analysis as systems of interpretation, Downey decodes signs from everyday traffic signals to Michelangelo's paintings, drawing on Leo Steinberg's statement that the sign — "simple, unambiguous and universally understood" — contrasts with art's essential premise of "information withheld." Using electronic imaging techniques to create metaphorical meaning, he draws parallels between ancient icons and hieroglyphs and contemporary signs and symbols. Downey interweaves subjective associations with intellectual analysis: A trip to the barbershop recalls a personal childhood trauma, which in turn alludes to the semiotic origin (blood and bandages) of the red-and-white barber pole. In another, typically ironic chain of cultural associations, he juxtaposes images of Egyptian nomads with a fashion show inspired by "nomadic" motifs.

"This is my only truly solo video project. The tape is an exploration of character and was done in direct reaction to my performance work at the time, which was characterless. Video seemed a good way, by virtue of it not operating in 'real' time, of dealing with character and psychological motivation. 'The Banana Man' was a minor figure on a children's television show I watched in my youth. I, myself, never saw this performer. Everything I know about him was told to me by my friends. Their girlfriends, Sin-ja, In-suk, and Young-ok, help get the boys jobs. Dong-hyuk gets another job in a bar. Mun-cheol gives massages at a public bath. Hak-gyu gives massages at a hair salon. However, the guys are socially inexperienced so they are soon fired. At In-kab's advice, they live honest lives by selling bean sprouts and bean curd as well as deliver milk and newspapers. Dong-hyub passes the first round of the bar exam.

This is the first animation I made for a university class when I was around 21 years old. I cut up pieces of black paper and pasted them one by one on a white wall, then filmed them. I traced a photo book by Eadweard Muybridge to create the material. It was made on 8mm film. The background music uses some of the soundtrack from the film "Ragtime." I created it with the sole focus of matching the music to the movement of the pictures and the scene changes. It is a memorable work for me.
