Sent by the U.S. government as a participant in the Marshall Plan with a specific mission to assist the French in re-gearing their animation studios, Stapp discovered a Europe much-decimated by war, but in further danger of annihilation by nuclear weapons. Returning to the U.S., he produced this alarming-yet-hopeful film, replete with its lonely, Tanguy-inspired landscapes peopled with static figures casting long shadows across charcoal-colored plains. While taking the risk of leaning a bit toward didacticism, Stapp managed to urgently convey the thought that world destruction was not necessarily inevitable, provided that people embrace, rather than reject their cultural and racial differences. ‘Picture’ is a unique document resulting from the sometimes dreamy, sometimes nightmarish vision of the artist in a war-torn land, with the spectre of death hovering ever-so-slightly ahead.

Soon after, he received a telegram from one Rajib Lochan Choudhury, zamindar of a remote village in Murshidabad district. It appeared that Rajib Lochan's life was in danger. When Surajit visited his house the zamindar had already been murdered. Detective Surajit started an investigation while staying at the house. He saw a nurse, Anima, appointed for Rajib Lochan and recalled that this lady went to him with the proposal of theft. There were several relatives and servants in the house but most of them concealed some or other facts from him. Finally, Surajit was successful in tracking down the real culprit

Chatelard, one of Viscount de Kerlec's guests, has died in mysterious conditions. The police initiates an investigation and sends detective-inspector Pauc to de Kerlec's manor. Pauc decides to mingle with the viscount's guests , who are all likely to have committed the murder. Among them, there is Jacques Mauclerc, a naval officer, and a seedy character named Bartoli, in fact a spy in search of secret documents. Pauc will end up untangling the web during a dramatic séance.

We visit Martin Block at his studio desk at 11:30 AM at the height of his popularity as a disk jockey, when more than 400 radio stations carried his show. Block opens the show with Freddie Martin's first big hit, "Tonight We Love," an adaption of a Tchaikovsky piano concerto; he dedicates it to a listener in Wyoming, and we see her daydreaming as she listens. Then Keenan Wynn stops in for a chat, asking Block about being a DJ. Between bits of conversation with Wynn, Block plays three more Martin records, including "Cumana," and we see the band in action.

Oil Can Harry captures Mighty Mouse and traps him in the Mohave desert about to be eaten by vultures. Harry kidnaps Pearl Pureheart's father, the Colonel, ties him with a boulder and drops him off the Brooklyn Bridge and into the East river teeming with hungry crocodiles, then he goes after Pearl. The cops were too late to stop him as Harry absconds with Pearl. Meanwhile, Mighty Mouse breaks free and clobbers the vultures, rescues the colonel and his daughter and defeats Harry once again. Lots of singing in this operetta! This cartoon was produced in that old radio serial style, with the announcer setting the scene and interjecting throughout.

During the war, a small town butcher store, drug dealer Li Buyun, rogue Liu Tianyuan, soldier gangster Pan Qishan and a group of villains on the orders of the Japanese commander Yamamoto, secretly planning to set up a traitor organization to maintain the Association. They are fighting for oil and water, and Yamamoto has to send police chief Yang Kecheng to strengthen control, but Yang is an uncompromising straw man. Liu Tianyuan and Pan Qishan get a batch of arms to sell to a buyer outside the city, but the news is learned by Li Buyun, and the two sides fight for profit. When Pan Qishan came to report that the buyer of the arms was a guerrilla group. The gunfire is so loud that the villains hide in the basement, only to be blown up by the guerrillas with the grenades they are selling.
