Locke and the four espers are gathered together after their memories are suddenly erased. They are ordered to eliminate a person called "Tour" in exchange for his memories. However, it was a trap set by Lan, a genius programmer from the Galactic Federation. Ran attempts to legally eliminate Espers in order to make Elena, the Federation's largest computer, even more perfect. 20,000 Espers gathered at the gigantic fortress "Castle of Tours" and attacked Locke and his friends, and then the Federation fleet began an attack disguised as an exercise.
