โรงเรียนมัธยมปลายชาย ซูซูรัน หรือมีชื่อเรียกเล่น ๆ ว่า "โรงเรียนของ บรรดาอีกา" ซูซูรัน คือโรงเรียนไม่ประสบความสำเร็จที่สุด เป็นโรงเรียนที่ชอบใช้ความรุนแรงกันที่สุดในประเทศ บรรดานักเรียนจะถูกเรียกว่า "อีกา" พวกเขาจะรวมตัวกันเป็นกลุ่มย่อย ๆ และต่อสู้กันเพื่อความมีอิทธิพลและการมีอำนาจในโรงเรียน แต่พวกแเตกต่างก็มีเป้าหมายเดียวกัน เป็นเป้าหมายหนึ่งเดียวซึ่งไม่เคยมีใครทำได้มาก่อนในประวัติศาสตร์ของโรงเรียน เป้าหมายนั้นก็คือ การรวมเป็นหนึ่งเดียวของบรรดานักเรียน ไม่เคยมีกลุ่มใดได้ครอบครองความยิ่งใหญ่อันสูงสุดนี้แต่นั่นไม่ใช่เรื่องที่จะไม่มีวันเปลี่ยนแปลงมีกลุ่มทรงอำนาจกลุ่มหนึ่งในชื่อ "กองกำลังเซริซาวะ" เป็นกลุ่มที่เข้าใกล้เป้าหมายสูงสุดได้มากที่สุดกองกำลังเซริซาวะนำทัพโดยนักเรียนปีสาม เซริซาวะ ทามาโอะ (ทาคายูคิ ยามาดะ) นักสู้กระหายเลือดผู้ซึ่งได้รับความไว้เนื้อเชื่อใจจากลูกทีมของเขาเป็นอย่างยิ่ง

Shinji and Masaru spend most of their school days harassing fellow classmates and playing pranks. They drop out and Shinji becomes a small-time boxer, while Masaru joins up with a local yakuza gang. However, the world is a tough place.

Michiko Oshitani, who lived in Shiga Prefecture, is found dead at an apartment in Tokyo. She was strangled to death. Mutsuo Koshikawa is the owner of the apartment and he goes missing. Detectives including Yuhei Matsumiya who is a cousin of Detective Kyoichiro Kaga , have difficulties in solving the case. They can't find a connection between Michiko Oshitani and Mutsuo Koshikawa. They soon learn that Michiko Oshitani came to Tokyo to visit Hiromi Asai . They graduated from the same school, but there isn't a connection between Hiromi Asai and Mutsuo Koshikawa. Detective Yuhei Matsumiya finds something near Michiko Oshitani's body. That something has the names of 12 bridges surrounding the Nihonbashi area of Tokyo. Detective Kyoichiro Kaga learns of the clue and becomes agitated. There's a connection with his late mother

Inspector Kei Mikhail Ignatov finds himself involved with an organization named Bifrost with the possibility of freeing his wife if he betrays Unit One. Koichi Azusawa coordinates an assault on the Public Safety Bureau tower using his hacker Obata, locking down the building and kidnapping Inspector Arata Shindo. Azusawa demands that governor Karina Komiya resign from her position.

A gangster gets released from prison and has to cope with the recent shifts of power between the gangs, while taking care of a thrill-seeking young woman, who got in bad company while gambling.
