Former Marine Louanne Johnson lands a gig teaching in a pilot program for bright but underachieving teens at a notorious inner-city high school. After having a terrible first day, she decides she must throw decorum to the wind. When Johnson returns to the classroom, she does so armed with a no-nonsense attitude informed by her military training and a fearless determination to better the lives of her students -- no matter what the cost.

Three lives of three young people intersect over the course of one summer. A rich student and a young working-class man accidentally destroy a diner when their impromptu road race takes a disastrous turn. Ordered by a judge to spend the summer repairing the building, they find themselves becoming rivals for the affections of the owner's daughter.

New rules enforced by the Lady Mayoress mean that sex, weight, height and intelligence need no longer be a factor for joining the Police Force. This opens the floodgates for all and sundry to enter the Police Academy, much to the chagrin of the instructors. Not everyone is there through choice, though. His mission is to avenge his father and save a mission sabotaged by greedy weapons manufacturers. He also gets involved in a relationship with Ramada Thompson, a woman with an unusually talented stomach. Hot Shots! makes fun of a variety of other films, from Dances with Wolves to The Fabulous Baker Boys.
