Gongjin Elementary School in Gangseo-gu, Seoul, was shut down due to the dramatic decrease of the number of students. At the end of 2013, the Education Office of Seoul started a project to establish a special-education school(Seojin School, tentatively). But even after about 5 years, its construction hasn’t started yet. Could Seojin School open with all the obstacles?
