A by-the-book Captain is ordered to capture a strategic village in Italy. The Italian soldiers are willing to surrender, if they can have a festival first. The lieutenant convinces the Captain this is the only way. Because of aerial reconnaissance, they must look like they are fighting. To sort this out an intelligence officer is sent in. Meanwhile the festival gets complicated with the Mayors daughter.

When a Soviet submarine gets stuck on a sandbar off the coast of a New England island, its commander orders his second-in-command, Lieutenant Rozanov, to get them moving again before there is an international incident. The story begins in 1917 with Stan and Ollie being drafted into the U.S. Army to fight in World War I. While in the Army, the pair befriend a man named Eddie Smith, who is killed by the enemy during a battle. After the war is over, Stan and Ollie venture to New York City, where they begin a quest to reunite Eddie's little daughter with her rightful family. The task proves both monumental and problematic as the boys discover just how many people in New York have the last name Smith.
