The Three Musketeers of Japan: The Tale of Hakata Obi

On a dark night, the Japanese police is raided by a spy. Different countries' intelligence agencies - such as England's MI6, Germany's BDN, and America's CIA - as well as the FBI's secret files are going to be taken, but public safety officers lead by Tooru Amuro arrive just in time. The spy steals a car and escapes. The spy and Amuro are then locked in a dead heat on the highway, and just as it is about to cause an accident with multiple cars, the spy's car is hit by FBI agent Shuichi Akai's rifle bullet and falls of the roadway. The next day, Conan and his friends go to a newly-remodeled aquarium in Tokyo. Under the main attraction, a Ferris wheel, Conan finds an attractive woman alone and injured. Her left and right eyes are different colors.

2112; the summer before Akane Tsunemori was assigned to Division One of the Public Safety Bureau's Criminal Investigation Department. Teppei Sugo, an accomplished pilot of the Defense Army's 15th Integrated Task Force, joins the military operation in Okinawa. Zatoichi comes upon a dying man who asks him to give a bag of money to "Taichi". Zatoichi has no idea who this is but when he comes upon a small town harassed by gangsters, he finds that "Taichi" was the man's young son. Along his travels he also met a blind monk who makes Zatoichi question his murderous lifestyle. In trying to help the town, Zatoichi kills some gangsters and becomes a hero to the boy. He must make a choice of whether to use non-violence and set a good example, or violence and set the boy on the wrong path in life.

Zatoichi makes friends with a dangerous chess player, while fending off angry yakuza and bloodthirsty relatives out for revenge, and trying to save a sick child. Meanwhile, his luck with dice is turning.
