Like 1940's Melody Ranch, the 1941 Gene Autry vehicle Down Mexico Way was designed as a "special", to be promoted separately from Autry's regular B-western series as an A-picture attraction. The story gets under way when a pair of con artists, Gibson (Sidney Blackmer) and Allen (Joe Sawyer), breeze into the town of Sage City claiming to be movie producers. The two scoundrels promise to film a movie in the little burg on the condition that the townsfolk pony up the necessary production fees.

Setting up a blacksmith shop, they soon find the owner of that horse and replace the shoe with another that will let them trace him.

It's Christmas, and a young woman is on her way to celebrate the holidays with her parents. A group of drunk cowboys startle her horses making her wagon, with the woman on it, speed off. There he meets again Hope Standish, a Salvation Army girl who had interested him. Returning home, he meets the old district circuit rider and promises to continue the circuit rider's work when he dies. The brother escapes from prison and is converted by Buck, who falls in love with Hope.

Bob and Jim Whitely are twin brothers. Bob, an army veteran who suffered shell shock in the war, escapes from a sanitarium and holds up the Express train, for which Jim is mistakenly arrested. Jim soon escapes from jail in order to find his brother. However, his task is complicated by a crooked sheriff who pins a holdup and murder on him that the sheriff himself actually committed. To make matters worse, the murder victim was Tommy Wilkins, the brother of Jim's fiancee, who now thinks that Jim killed her brother.
