On a rainy evening, Detective Su-Jeong (Lim Jung-Eun) is late picking up her teenage sister Mi-Jeong (Seo Yi-An). Her sister is waiting at a bus stop, but a man is watching her. Su-Jeong talks to her sister on the phone and soon hears screaming. Her sister is running away from someone and is hit by a car. 10 years later, the statute of limitation for the death of her sister passes. Detective Su-Jeong visits the man (Bae Sung-Woo) suspected of killing her sister and reminds him physically that she is not going anywhere. Later, So-Jeong is attacked by someone at her apartment. She is saved by a mute man (Jin Tae-Hyun) and driven to his apartment.

The series is based on a comic strip lljimae published between 1975 and 1977, by Ko Woo-yung which was based on a Chinese folklore from the Ming Dynasty about a masked Robin Hood-esque character during the Jaeson era.
