Although it is a detective drama, most of the detectives in this series usually work in uniform in the accounting or traffic departments of each precinct. They are a "special secret investigation team" that only gets active when a case occurs and they are called together. Their existence is kept secret even within the police force itself. When a case occurs, the detectives are so thorough that they take time off from their regular duties to investigate.

The Best Ten was a popular music TV program on TBS channel that ran from January 19, 1978 until September 28, 1989, for a total of 603 episodes. It was broadcasted live every Thursday from 21:00 to 21:54. Every week top ten ranking songs were announced from the 10th position to the 1st using a "ranking board", which was inspired by flap displays at international airports. After announcement of the song the artist would usually appear through the "Mirror Gate", chat with the hosts and proceed to perform the song. Some performances were aired from remote locations. Noriko Shimura is on duty for the first time at Gyoda Hospital. The duty doctor is Yosuke Naoe. After 9PM Jiro Toda, a childhood friend of Noriko's, is brought in with a cut to his forehead from a fight. But Naoe has gone out for a drink, and can't be found. Both Toda and the ambulance crew become angry and demand to know where the doctor is. Naoe returns and seeing the commotion, he orders Toda be locked in a toilet until he calms down. Noriko is horrified by Naoe's attitude but is later impressed with his ability as a surgeon when treating Toda' s injury. This is their first fateful meeting...

Nanjo Aki is a female investigator at the Tokyo Central Investigative Headquarters of an international secret investigation agency with its headquarters in Paris. Following orders from the Paris headquarters, she secretly investigates major international conspiracies and criminal cases, and is an enforcer of justice who strikes down the roots of these crimes before evil organizations can carry them out. She has two excellent subordinates, and under them is another subordinate who is like a female leopard, and they solve the cases. As soon as she receives orders, Nanjo Aki gathers her subordinates at a secret hideout, draws up a meticulous plan, and executes it.
