After Japan's economic bubble burst the country slowly recovered, but dirty politicians still make deals with dirty businessmen so that they can both profit from the hard work of others. Keiichi Suzuki, head of Ōshika Construction, and Seijiro Matsuzaka, one of the members of parliament, have a deal going on that allows Ōshika Construction to use fewer materials in their projects while still letting their buildings get approved for business use. Unfortunately for them, the Government Crime Investigation Agency, the Japanese government-approved but independently-run equivalent to the FBI, is already on the move. Jotaro Zaizen, a long-thought-dead police officer, is the agent on the Ōshika case and gathers a group of people who have reasons to fight Suzuki and Matsuzaka. To help combat the GCIA, though, Suzuki hires the Haoukokuryu-kai, a yakuza group.

The main character voices are provided by television double act, Ant and Dec. In the first series Dec voiced the title role of Engie Benjy while Ant voiced his dog, Jollop. In the third series another character was added for Ant to voice called Trucker Troy, Engie Benjy's cousin, whilst Brianna Gentilella, the duo's American rival, voices Jenny, the assistant of Benjy. Many of the other characters are voiced by the entertainer Les Dennis.

Victor and Hugo, Bunglers in Crime is an animated series made by Cosgrove Hall for Thames Television and screened on CITV from 6 September 1991 to 29 December 1992 and is a spin off from Count Duckula. The series centres on the exploits of two bumbling French criminals - the eponymous brothers of the title. Despite referencing the French author Victor Hugo in their names, neither brother was particularly intelligent. The series was created and produced by Serge Rosenzweig; the directors were Franck Bourgeron, Marc Perret, and Stéphane Roux; the executive producers were Paul Rozenberg, Dana Hastier, and Lyse Lafontaine; the writers were Françoise Charpiat, Sophie Decroisette and Serge Rosenzweig; music was by Xavier Cobo and Michaël Dune. The series first aired in France on Wednesday September 3, 1997, on TF1's TF! Jeunesse. It also aired in Canada in French on Mondays at 8PM on Télétoon, and in English on Teletoon on Thursdays at 4:55PM. A 70 minute special titled Nanook: le grand combat/Nanook - The Great Combat was produced in 1996 as well. The special was directed by Gérald Fleury.
