The show is named after the bell that is rung to signify the end of a trading session on the New York Stock Exchange which occurs at 4:00 pm EST. Many exchanges used to signify end of trading with a gong or bell when they were operated on a open outcry basis. The New York Stock Exchange still uses this system and often invites special guests to ring the bell. The show covered provincial politics in Ontario and national political issues affecting the province. Its name derived from the parliamentary convention that a bill receives three readings in a legislative house before becoming law; media coverage would therefore constitute a "fourth reading". In 1997, Minister of Education John Snobelen was being interviewed on a Thursday afternoon, for the show that would air the Friday night. The show replaced a similar news program called Ocurrio Asi in 2002 after Arraras left the Univision network after some laboral disputes. Its local competitor is ITV News London, which is produced by ITN for ITV London. The program had music selected by a CNBC intern called Grecco. One segment on the show was called Whine & Cheese, where Ratigan served wine and cheese to his guests and talked about the news in business and corporate governance. Rewind is a Canadian television news series, which aired overnights on CP24. The series repeated past newscasts from Citytv Toronto. When the series began, government ombudsman offices were only available in a few Canadian provinces. The initial Ombudsman episodes began mid-season in January 1974 and were broadcast fortnightly, sharing its Sunday night time slot with In the Present Tense. Beginning with the fall 1974 season, CBC aired the series most weeks. Lawyer Robert M. Cooper was the program's host until 1979 when he shifted his attention to film production. Kathleen Ruff was his successor in the final season. By the time CBC cancelled the series, nearly all Canadian provincial governments had opened ombudsman offices.
