Injustice begets a criminal. Kool is an artist without prospects, a black belt in karate, and in love with LaShawna, poised and college bound. One night she witnesses a stabbing and discovers the victim is a cop as he dies in her arms. She's jailed for murder by the infamous Ramparts Division of the LAPD. Kool wants to prove her innocence, and Tully, the cynical detective in charge, ignores LaShawna's case but uses Kool to break up an incipient crime operation. In 1982, André Bamberski learns about the death of his 14 year-old daughter, Kalinka, while she was on vacation with her mother and stepfather in Germany. Convinced that Kalinka’s death was not an accident, Bamberski begins to investigate. A botched autopsy report raises his suspicions and leads him to accuse Kalinka’s stepfather, Dr Dieter Krombach, as the murderer. Unable to indict Krombach in Germany, Bamberski attempts to take the trial to France, where he will dedicate his life to Kalinka’s justice and the imprisonment of Krombach.

Dr. Mabuse and his organization of criminals are in the process of completing their latest scheme, a theft of information that will allow Mabuse to make huge profits on the stock exchange. Afterwards, Mabuse disguises himself and attends the Folies Bergères show, where Cara Carozza, the main attraction of the show, passes him information on Mabuse's next intended victim, the young millionaire Edgar Hull. Mabuse then uses psychic manipulation to lure Hull into a card game where he loses heavily. When Police Commissioner von Wenk begins an investigation of this mysterious crime spree, he has little to go on, and he needs to find someone who can help him.

The Sakata family holds an emergency executive meeting, attended by Detective Umezawa (Hoka Kinoshita) from the Fourth Investigative Division, to deny any involvement. Meanwhile, at the Souryukai, Vice Chairman Shinji Wakamiya (Kazuyoshi Ozawa) and the others begin to prepare for retaliation against the Sakata family. The tension between both sides rapidly escalates — following emergency surgery, Kanzaki narrowly escapes death. Then, at Kawaji's command, the battle finally ignites!!

Two partners namely, Murlidhar and Narang, betray their third partner and take over his business. Ramnath works as a watchman in this organization, and he sees illegal business taking place, and attempts to put a stop to this, only to get killed in the process, leaving behind a widow and two sons to fend for themselves. The police classify this death as an accident, and the management refuses to pay any compensation. Years later, the two sons have grown up and remember the death of their dad and the humiliation suffered at the hands of the new owners, and devise a plan to avenge this, and find that the owners have friends in the police force, as well as politicians, who will leave no stone unturned to protect both Narang and Murlidhar.
