Wong Jing wrote and directed this film, he also co-stars as a shady and bumbling individual who's forced to confront the people who have maimed his best friend and killed the poor guys family. They've also made his life extremely miserable. Danny Lee plays a cop who's job is to protect Wong Jing from a gang of sadistic gangsters. As in all of Wong Jing films, the villains are just plain rotten and they love to hurt and kill people.

Alex Fong hangs around gangsters, stresses out his girlfriend with his reluctance to commit and embarrasses his father (Ku Feng) when he gets into trouble. Moon Lee is his sister who’s also a cop working at the same the station of her father and she can’t stand her brother nor his lifestyle. When their father is murdered in cold blood by a hired hitman (Billy Chow), Moon Lee vows to avenge his death.

An ex-con staying at the home of his brother gets into a fight with his sister-in-law. When the fight turns physical she bumps her head. When she collapses from the injury he fears she's dead and what will happen next. He then dismembers her, in what is one of the most horrific scenes, and throws the parts into Hong Kong Harbor. Unfortunately for him the bags with the parts float to the surface and the police, lead by Officer Al are on the case.

Chiao Tzu Wei hires a killer under the premise that the local government (run by the local kung fu school) is corrupt and extorting the people of the town. The killer happens to be Hsieh Chun (aka Hsiao Hu) who left town ten years ago. (When Hsieh Chun opens up a suitcase full of knives, you know that there is going to be tons of killing!). Thinking that the local kung fu school is bad, he goes over there to fight them. There is some reuniting of lost friends and some love between two of them. The bad guys are constantly double crossing everyone and this leads to total mayhem and carnage. The final fight scene (which is actually several fight scenes going from one to the next) is incredible, especially the blood soaked finale between the evil Japanese leader of the opium ring and the two brothers.

The Commissioner welcomes the proposal of "Sunshine Cops" from public relations officer Geena to enhance the image of Hong Kong's finest. Both Lemon and Sammy have recently completed their Police Tactical Unit (PTU) training. They look like movie stars and are fit and ready to conquer the world.
