Eve Underhill quits her job in the "want ad" department of a San Francisco newspaper and heads for Eden, Arizona, to answer its advertisement for a lady mayor. Upon her arrival, the womanless town hails her as boss, and she initiates a cleanup campaign. A romance develops between her and Catamount Carson, mayor of the rival town of Catamount. Complications revolve about the efforts of Catamount Carson's evil cousin, Ambrose Carson, to inflame a dispute between the two towns over water rights.

When shifty cattlemen Belknap (Walter Miller) and H.R. Shelby (Gordon Hart) are caught shipping infected animals to Mexico, they frame inspector Gene Autry. Now Autry and his sidekick, Frog Millhouse (Smiley Burnette), must catch the bad guys in the act and set things straight. June Storey co-stars as rancher Martha Wheeler. Pa is becoming increasingly crotchety, and has been crabby with Tom and with everyone else on the ranch. Then he gets a letter telling him that a young woman artist is coming to the ranch to sketch some of the scenery. The ranch hands are surprised and amused by the way that Pa's disposition improves as a result. But soon Pa and Tom are involved in a rivalry for the young woman's attention.

Bill Merritt and his pal, Chewin' Charlie, notice a touring car passing them on the road. Soon the car stops, and the party sets out after a jackrabbit wanted by an elderly lady in the car. Bill, realizing the brakes have slipped on a downgrade, rescues the runaway car and its occupant, Mrs. Gordon, and wins the lady's admiration. Invited to the hotel of millionaire mine owner Andrew Gordon, Bill becomes interested in his daughter, Cleo, but is told that the man who aspires to be her husband must possess wealth. That night Bill overhears a plot to take over a strip of land between Gordon's mine and that of his enemy Tom Middleton; Bill and Charlie set out to stake their claim, and after subduing "Fraction" Jack, they register the claim. Bill persuades Gordon to buy out his claim and saves Charlie from claim jumpers.

The boys disguise themselves as gamblers and get into a card game with the villain, but must flee when their identities are discovered. They hole up in a cabin, fighting off the bad guys, until the calvary arrives.

Tom meets his fate when a balloon goes sailing over the ranch: seeing a girl jump with a parachute, he rides to her rescue. Later, during the circus parade, he rides to her assistance, rescuing her from an elephant and thus arousing the ire of the circus manager, whose henchmen begin to chase Tom. Scrambling over the main tent, Tom falls onto the tightrope and lands in a net with the girl while the crowd wildly applauds. Kirk Mallory, who is jealous of Tom's attentions to Millie, frames Tom for a murder; he lands in jail but escapes and reaches Mallory's ranch in time to rescue the girl and administer a thrashing to the villain.

The sheriff of Mendocino County receives a letter from Bill Kato, proprietor of a ranch, stating that he is tired of losing his cattle and that if he can't find time to do something in the matter, he will have to see the higher authorities. The sheriff at once starts out on the trail of the rustlers.
