Through the efforts of the Rev. John Drummond, who comes to a small western mining town with his little boy, all the saloons are closed. Jim Howe and his daughter, Nell, being unable to carry on a liquor business in the town, move to the mountains, where he runs an illicit still and continues to supply whiskey to the Indians. The sheriff gets on his trail and he is soon placed in the custody of the law. Nell, determining to avenge herself for the capture of her father, fires n shot into a party of hostile Indians, secreting herself in a bush as she does so. The Indians, seeing the soldiers coming, and thinking that they fired the shot, rush at them, but are defeated. This plan of revenge having failed, she makes her way to the minister's home, but is prevented from doing any harm to him by the maternal instinct which rises in her when she sees his little boy praying for his mother in heaven.

She does not have to wait very long to see "Jim" and "Jack" in their true colors and make a choice between the two. Hearing Bill intends to dynamite the bridge the plucky girl decides to take a hand in the game. Arriving on the scene just after Bill has lighted the fuse she fearlessly picks up the cartridge and throws it where it can do little damage. Rushing up the bank to the track she flags the oncoming train. When the passengers and trainmen cluster about her to learn the cause of the explosion she tells them that Bill saved their lives by finding the burning fuse just in time to prevent the blowing up of the bridge.

Sayres and his outlaw gang operate out of a town just across the border and out of the jurisdiction of the Texas Rangers. Ranger Bob Allen is sent across the border where he poses as an outlaw hoping to lure the gang back into Texas. He gets into Sayres' gang displacing the gang boss but the disgruntled ex-boss is able to expose the hoax and Bob is made a prisoner.
The citizens and near-by ranchers of a western town are being besieged by a gang of rustlers and robbers, and a plea is made to the governor to send a troop of rangers. Shortly, thereafter a dude-costumed cowboy shows up but he only asks a lot of dumb questions and does a lot of stick-whittling as he wanders the streets and hangs out in the saloon with the regular barflies. The citizens mark him down as being 'tetched in the head.' Also, shortly after the whittler arrives, a mysterious black-masked rider begins to make life a bit tougher on them than it had been.
