Set on the Mexican border in 1850, Bad Men of the Border was the first of seven Universal Westerns starring handsome Kirby Grant, a former singer from Montana who had earlier acted under the name Robert Stanton. The series, Universal's last attempt at competing with Republic Pictures' many streamlined B-Westerns, also featured the bucolic Fuzzy Knight as Grant's sidekick. Grant and Knight are undercover U.S. marshals tracking down a gang of counterfeiters. To their surprise, they are soon assisted by a beautiful Mexican dancehall performer, Dolores Mendoza (Armida), who proves to be an undercover agent as well, in her case for the Mexican rurales headed by Captain Garcia (Francis McDonald).

Almerian Dickinson, biggest land owner in the settlement of Gonzales, deeply in love with his wife Anne, warns Wharton that a bloody revolt would endanger every wife and mother in the colony. He proposes they send Austin to Mexico City to ask Santa Anna to grant Texans a voice in their own government.
Returning home, Ross Logan immediately gets into conflict with the Carranza gang, which had just crossed the Mexican border and has occupied a nearby Hacienda. El Puma, a Mexican desert guide, escorts an archaeological expedition headed by Professor Lucius Lloyd through the Indian badlands of Mexico. Marian, the professor's niece accompanies the party as only she can translate the Aztec writings in the diary of her father, murdered on a similar expedition six years previous. The professor is murdered by a knife, and the weapon is recognized as the property of El Puma. Magpie, a Federal Investigator, knows that El Puma is really "Lightnin' Bill' Carson, a former federal agent who has been missing since Marian's father was slain. The reluctant Magpie believes that his old pal is guilty. Carson sets out to prove otherwise.
Eduardo Belmonte overhears his new step-mother, Maria, and her lover, Don Ricardo Gonzales plotting to take over the Belmonte rancho on the night of the fiesta given by her husband, Don Carlos Belmonte. Eduardo offers Maria money if she will depart the hacienda premises, but she refuses and then accuses Eduardo of making love to her. The old Don doesn't take kindly to his son hitting on his step-mother and attacks him in a rage. The lights go out, the father is killed and Maria blames Eduardo, who escapes from the house, chased by Ricardo's men. The Cisco Kid and Pancho rescue Eduardo, who has been shot, and hide him while they investigate. Cisco discovers that bullets from Maria's gun, a handy little derringer, are the same type that killed Don Carlos. But the Alcalde arrests Cisco and Pancho, and Cisco is "supposedly" executed by a firing squad, but IS NOT shot and escapes by a trick. And now Maria and Ricardo are in real trouble with Cisco on the loose.
