Genichiro Okugawa is appointed as the head of accounting in a feudal domain and travels with his servant Gonsuke to the country from Edo. Along the way, they are attacked by masked samurai on a mountain road. Genichiro is saved by Sukezaemon Tsuda, the supervisor of public works who was out hunting. Upon arriving in the domain, Genichiro is given a warm welcome by the vassals, who force him to drink heavily and find his subordinates to be rebellious. His proposed fiscal reforms are met with resistance, except by Tsuda who understands Genichiro's intentions. Genichiro marries Matsuo, the daughter of a senior councilor, but soon faces accusations of corruption.

Pavel Ivanovich Chichikov plans to buy the titles to “dead souls” and use them as collateral to obtain a large loan. In the first half of the 19th century there was a revolt in the central state of Hesse, led by Georg Büchner (Gregor Hansen), the well-known German writer, and a fellow rebel, Pastor Weidig (Franz Wittich). Büchner wrote a kind of declaration of peasant rights against the tyranny of the landholders of the time, and once that declaration ("Der Hessische Landbote") was made public, Büchner escaped to Strasbourg, and then to Zurich where he was killed in 1937, at the age of 23. Pastor Weidig was captured, sent to prison, tortured, and killed in prison. The revolution the two men had hoped for died on the vine due to an informer -- a planned uprising was brutally squelched -- and the peasants had to bide their time for another 12 years before the 1848 Revolution would bring them some of the rights demanded in Büchner's pamphlet.

The action of the movie unfolds on two levels. On the one hand, the shepherds, displaced by the abuses of the Habsburg powers, are living in "the country". At the same time, the action unfolds in the village deserted by people and flocks, left at home and obsessed with getting rich, Pastor Nicolae Branga gives in to the temptations of the Viennese domination and, betraying his fellow countrymen, becomes mayor. He gets rich "overnight", playing into the hands of potentates on both sides of the border. In need of wool and meat, the emperors hatch a devious plan. Promising him the title of "nemes" (lord), they corrupt Branga and, with worthless documents, try to persuade the villagers to return to their homes, and then declare them "serfs", seizing all their wealth.
